 n's general policies\,\n    *\n\n      adopts four-year strategic and finan
 cial plans and\n    *\n\n      elects the senior management team of the org
 anization\, the members of Council and the members of the Radio Regulations
  Board.\n\nThe Plenipotentiary Conference is the key event at which ITU Mem
 ber States decide on the future role of the organization\, thereby determin
 ing the organization's ability to influence and affect the development of I
 nformation and Communication Technologies (ICTs) worldwide.\n\nITU Sector M
 embers\, Regional Telecommunication and Intergovernmental Organizations\, a
 nd the United Nations and its specialized agencies also attend the Conferen
