The greatest concentration of Internets - users is observed in Baku. By various ratings, it makes up to 80 % from the general number of users. Practically all providers of Azerbaijan render a full complex of services in access in the Internet - as dial-up, and access on the allocated lines. On the average speed from 56 up to 2 Megabit is given users. Average on republic cost of one hour of access makes approximately 70-80 cents of USA. On a share of Azerbaijan in a world Network, it is necessary about 2,2 thousand domain names, including a national zone (.az), without taking into account zones .net.com.org and others. The basic problems for the Internet in Azerbaijan are: -Absence both internal, and external investments in branch. -Absence of legislative base on information technologies. -The Overestimated tariffs of Ministry of Communications AR for use of the international channels. -Weak development of the Internet in regions of the country. -The Low level of solvency of the population. Development of the Internet with Azerbaijan will be helped by processes begun in sphere of information technologies. For example the project " Strategy of development communication technologies in Azerbaijan and their applications at an initial stage " the Program of development of the United Nations and the Government of Azerbaijan. Within the framework of the project development(manufacture) of a state policy is planned in the field of information technologies, formation of legislative base etc. by not less important factor, capable to affect for development of the Internet in Azerbaijan, the state privatization which second stage in the current year will touch sphere of telecommunications of republic promises to begin. From a privatization many in Azerbaijan wait for those positive changes, you see more than half of providers of republic are joint ventures. Foreign investments are recognized as the most important factor necessary for development IT in republic. At an initial stage in the first half-year of the current year the privatization of joint ventures will begin, further on privatization large objects of the Ministry of Communications of Azerbaijan will be exposed.
