As far as my knowledge, it's a pretty low cost service provider, but only open for organization and institution account, no individual account is allowed at this time. Most of account provide dail in ppp connectivity. Allow e-mail, ftp, telnet, and most of the common internet tools with a proprietary menu driven user interface(in local Chinese language display) The program name: Success, need Ms-DOS to run it, and it comes free, when account approved. Obviously there are more than one internet service provider in Taiwan, other than TAnet (connect most of university in Taiwan). I have to find out, and keep you posted.
