Academic Internet access is available to almost all universities. Inquiries should be made at the institution, or at the Iran Network Information Center at the Institute for Studies in Theoretical Physics and Mathematic (IPM), Tehran (send email to ipminfo@vax.ipm.ac.ir). Presently IPM, Sharif University of Technology, University of Tehran, National Research Center for Genetic Engineering and Biotechnology, Tarbiat-e Modares University, Iran University of Science and Technology, Ministry of Culture and Higher Education, and the University of Guilan (presently the only high-speed direct Internet link outside Tehran Province) have direct Internet access. An example is Mashhad University (toos.um.ac.ir). Some other research centers (Center for Scientific and Industrial Research for instance) have email access via AT&T mail or SprintNET. The Iranian Internet link is via two 9600 baud lines to the University of Vienna in Austria. There are plans to upgrade the line to 64 kbytes soon. Problems persist not so much with line quality and technical issues, as with exorbitant charging schemes by the Telecommunication Company of Iran (TCI), the state telephone and data communication provider. Commercial Internet access is available through Neda Rayaneh Corporation (email to postmaster@neda.net.ir). Services are presently limited to email and ftp/news/mailing lists via email (i.e. no direct telnet/ftp). I am glad to inform you that Internet services are now available for private sectors in Iran. Neda-Rayaneh Co. is offering MAIL and other offline network services through two leased lines to IPM. Using services will be through dial-up lines and at the first stage, 16 lines have assigned for this purpose. Neda is ready to increase the number of dial-up lines to 100 in case of more requests. Charging scheme is as follows: 1- Individuals 400,000 Rials annually (40% discount for students) 2- Companies 2,000,000 Rials annually (for having a domain-name) There is no traffic fee in the above charging scheme. It's about five months that sending a mail through Internet became possible for Neda users. Neda is the first Persian BBS in Iran which started it's work at spring of 1994. Neda Rayaneh, the sponsor of Neda BBS provided persian email, chat, file transfer possibility and a collection of databases (including Tehran yellow pages, database of books published after Islamic Revolution and ...) at the first release of the system. From the first day, we consider the possibility of connecting to Internet as one of the best services which we could afford to our users. So we started to examine the many ways available to connect to the Net. At the fall of 1994, the first email service started, using a PPP (Point to Point Protocol) based connection to the Net. During following months some problems raised and made us to search for a better solution. On those days, users transmit their messages to our machine and we sent them everyday at some specific hours. Such a process essence the presence of an operator to handle mail transfer, so usually the service was inactive at holidays. Fortunately from tenth of Bahman with the aid of IPM which has been established as Iran's NIC, Neda started to offer a more convenient internet email service to it's users. In this new way of offering email, using a SLIP protocol through a leased line, mails will be transmitted as soon as they are received by our computer and there is no need for any operator to supervise the process (It's really online!) For the case of charges, again Neda has broken the rules. Basically, to be a Neda user is "Free of Charge". The only service within Neda which requires payment is "Internet Email Service" and naturally it's not available for every user which enter the system. You can use IES for 400000 Rls in a year. On the other hand if you are a university or high school student the charge decreases to 240000 Rls, giving a 40% reduction to these young members of our society. In addition of simple email address, it's possible for companies and associations to obtain a domain address and use it within their organization freely. Every domain address costs 2000000 Rls for a year. Neda is looking for providing full, online connection for its users in the future. But at this time Iran's communication lines do not bear such a potential traffic of information which we believe will be produced at the time this dream comes true. There are reports that Iranian PTT will also be offering internet services, in the near future via the country wide IRANPACK X.25 Packet Switching network (installed a few years ago). The Company Pars Suppala offers a variety of online databases, records, and libraries, through links to Europe, although its users are mostly government agencies. SUMMARY .......
