Here's a brief followup on what I've been able to locate. Bitnet - nothing available, per Bitnic FidoNet - nothing in nodelist UUCP - There is a host, according to UUNET staff, but it appears to be running on only an irregular basis and does not seem to be considered a reliable connection by UUNET. Internet - UAE does not appear to be part of GulfNet. I followed up on contact information from whois for UAE hosts AENIC.NET and ECCSR.EDU. Mail to postmaster@ failed for both. A followup with the technical contact for ECSSR.EDU at PSI indicated that that host was alive and taking mail, but I haven't been able to reach it. Followup with APNIC, the technical contact for AENIC.NET produced no response. I'm going to continue to work on this, probably pursuing the ECSSR.EDU connection, since it's the only one specifically alleged to be up and working. If anyone has any tips on how to reach them, or on other possibilities I haven't explored, I'd welcome hearing from them.
