Its by-laws are drawn up taking into coherent consideration the use of new Information Technologies (IT). 2-MISSION Promote and facilitate the use of Computer Mediated Communication (CMC) technologies in developing countries and especially in Latin-American and the Caribbean, together with International Organizations, Governments, Public and Private interested Institutions. 3-OBJECTIVES 1) Establish dissemination strategies for the CMC technologies (networks, value-added networks, electronic libraries, multimedia objects...), which: -respect the social-cultural environments as well as the individual and collective freedom, -participate in the progress of people, nations and interested regions, -take into consideration the globalization of the information exchange patterns. 2) Promote the creation, structuring, preservation and dissemination of the Scientific and Technical Information (STI), within national and international frames, with emphasis in the regional and the south-south context. 3) Participate in the training of CMC end-users in order to allow their responsible control of the technology, their participation for mature decision-making concerning the management of technological solutions. This objective implies the demythologization of technologies and the understanding of their sociological and human impacts. 4) Participate in the creation and development of new research networks both national and sectorial, and organize technical assistance and added value services to existing networks. 5) Participate in all corollary activities related to the development of the Science and Technology, Research, Higher Education and Telecommunications infrastructures, such as: -bringing content to existing networks; -systematic identification of the networks end-users; -design of context-appropriate dissemination methodologies; -organizing effective STI flows; -improving the quality of the information and communication interfaces; -providing assistance for the negotiation of special telecommunications tariffs; -systematic development and organization of free access electronic directories and conferences about researchers and STI; -globalization of the concept of national research sector; -integration of the researchers working out of their home country. 4- ACTIVITIES FUNREDES is a structure for thinking and acting on the impact of networks upon scientific, economic, cultural and social matters. It carries out a series of permanent activities and it is devoted to prepare, set up and direct specific projects according to the objectives. PERMANENT ACTIVITIES -Coordinate electronic conferences, libraries, and directories of general and sectorial interest. -Insure technological watch on IT. -Maintain professional relationships with the field players. -Edit newsletters about CMC themes. -Organize and execute training programs specific to CMC users. -Publish pamphlets creating awareness and promoting CMC. -Conduct research on the social and cultural impact of CMC. -Conduct research on the appropriate methodologies for creation, set up and promotion of networks in developing countries. -Design systematic evaluation frameworks of existing CMC products (networks, softwares, hardwares, protocoles...). SPECIAL ACTIVITIES -Projects reinforcing regional integration, -projects of network accessible applications, -projects of software easing the use of CMC and STI access, -projects for launching national research networks, -projects on value added services to existing networks, -projects promoting systematic use of electronic conferences and directories. 5-ORIENTATION FUNREDES pursues, as its main orientation, the facilitation of CMC services to its potential users and the demythologization of the associated technics. FUNREDES will implement the research-action concept and will stress the cultural and social components in every action. The fundamental strategy is the user's participation during all phases of the CMC development. FUNREDES will support the organization of institutional participative, open and pluralistic structures. The FUNREDES activities will consider as priority constraints: -its participation in the development of persons, countries and regions, -the incentive for regional integration and sustainable economic development, -the pursue of results likely to gain sustainable autonomy, -the adoption of a systemic and integral vision of the problems of development. Communication (specially inter-cultural and inter-regional) and Information (specially STI) will be, above technology, the key words of FUNREDES. 6-STRUCTURE The structural elements of FUNREDES are: -the General Assembly of Members which appoints a President for a two years term. The members of FUNREDES are individuals or organizations involved in the new technologies of information and communication. Two organizations are founding members: Union Latina and the Latin-American Science Academy. -A Consultive Board including outstanding personalities who are internationally renowned in different disciplines related to FUNREDES activities. These persons, while not members of the General Assembly, are invited to attend as observers and have free access to FUNREDES information. They may intervene in specific points and may express a collective point of view on the Annual Report. The Consultive Board represents a guarantee for the scientific and ethic quality of FUNREDES. The initial operational framework consist of: -An International Head Office in Santo Domingo, Dominican Republic. -A European Office in Paris, France. -A Latin-American and Caribbean Office in Caracas, Venezuela. The following positions will be gradually filled (others will be progressively created to fulfill the needs of FUNREDES): Director of FUNREDES Director of the European Office Director of the Latin-American and Caribbean Office Director of Internal Communications Director of External Communications Director of Training Programs Director of Networking matters Director of Scientific and Technical Information Director of Technological Watching Director of Administrative Matters Correspondents for FUNREDES, both national and sub-regional Group of FUNREDES Consultants (documentation, computer science, satellites, multimedia, telecommunications...) 7-BACKGROUND The main objective of FUNREDES is to extend and expand the activities which have been carried out by the REDALC Office of Union Latina, during the period from January 1988 to August 1993, some of which have been supported by the EEC and executed in collaboration with UNESCO/CRESALC and ACAL: -REDALC Project -MULBRI Project -REDALC Conference -Study of the REDALC potential impact in the French West Indies -REDALC Methodology -Peruvian National Network (RCP) -Dominican National Network (REDID) -Haitian National Network (REHRED) -Training Workshops for the networks users -Study on the recommended Telecommunication Tariff Policies for Developing Countries. -Study on Higher Education in the Dominican Republic. FUNREDES is the result of a decision taken by Union Latina in order to guarantee an autonomous and efficient structure for the above mentioned objectives (see hereafter, the Letter of Announcement of the creation of FUNREDES). 8-LETTER OF ANNOUNCEMENT OF THE CREATION OF THE FOUNDATION NETWORKS AND DEVELOPMENT (FUNREDES) Union Latina is pleased to announce the creation of an independent Non-Governmental International Organization responsible for taking over, following up and expanding all the activities carried out by its REDALC Office, since 1988, for the promotion of the Research Networks in Latin America and the Caribbean (see activity list in end-note). The Foundation Network and Developments (FUNREDES) guarantees therefore the continuation of all activities, and, in accordance with its by-laws and depending on possible financing, will unfold the spectrum of its supporting and promotional activities in the area of the information technologies. Likewise, it will stress its main orientation towards users and services of communication and information networks. New activities will be conducted, on a case by case, together with Union Latina or any other interested national or international organization whether governmental or not (as has already occurred, for example, with the Department of Education of UNDP in Santo Domingo, the CRESALC of UNESCO, the Bolivar Program, ACAL, the University of Quebec and the acting group for REHRED). Activities will be transferred without transition on September 1, 1993. This decision of Union Latina aims at increasing the impact potential of this structure of action and reflection in Latin-America and the Caribbean, as well as in other regions in development. Several elements have motivated Union Latina to make that decision: -to decentralize the administrative and accounting management in order to come closer to the field of action, together and in harmony with the regional organizations involved, and in accordance with the social-cultural environments, -to diversify activities and financing sources (the new structure will accept potential sponsor which may not necessarily correspond to the objectives of Union Latina). -to take into account the accelerated globalization of the information technologies (the new structure will cooperate with non Latin countries and partners). -to set up a flexible, efficiency and productivity oriented structure, specially adapted to Computer Mediated Communication. In order to carry out its activities, FUNREDES will maintain the same infrastructure (human and resources) as before. Its International Head Office will be located in Santo Domingo and will be installed at the actual REDALC Office. The Offices in Paris and Caracas will carry on their operation. Progressively, and accordingly to the resources available and the ability to successfully face the different coming challenges, other Offices will be installed for the purpose of improving the infrastructure and increasing permanent activities. The programs and structure of FUNREDES will be presented in the near future.
